In recent years, Tai’an of Shandong province concentrated on the administrative enforcement for patent in order to create a favorable environment for IP rights and safeguard the legal rights of the inventors. Measures include IP special campaigns, daily monitoring of patented products, mediation and settlement of patent disputes.
In terms of the IP special campaigns, the city follows the arrangement of SIPO and further carried out the special campaigns such as "Thunderstorm" and "Sky net". The campaign are targeted at regulation and rectification of market order, especially the IP infringement in some key areas, key channels, key industries. joint efforts in enforcement were made among IP Office, local administration for industry and commerce, copyright office, public security agency. Any complaint related to fraudulent patent acts will be reported to SIPO and at the same time transferred to Tai’an Public Security Organ. Additionally, announcement is made to the public to inform the public of the patent assignment and other items.
The second important measure was to strengthen the routine supervision and management on patent commodities. The Municipal IP Office adopted joint actions between city and counties, carried out periodical inspections on patent commodities and directed related businesses to establish the registration system of patent commodities.
The third measure was to effectively investigate and solve patent disputes. Up to the end of 2008, the city received 31 cases of patent disputes and 22 infringement cases; more than 98 percent of these disputes were settled. From January to July this year, the city received 10 patent disputes cases and 4 of them have already been settled.
