Recently, Hainan Provincial Science and Technology Department released Provisional Measures on Recognition of High-tech Project and Product (hereinafter referred to as Measures) to regulate the recognition of high-tech products and promote the development of high-tech industry.
The Measures provide that the high-tech products should accord with the national and provincial requirement for technologies and industries, and should fall within the scope defined in the State Funded High Technologies; the product has been appraised and a small scale products were produced and sold; the product should have high technological level and should be above the advanced level of the country; it should also be of significant soicial and economic efficiency and a promising market; and finally the ownership of IP rights is clear.
