Recently, Liaoning Provincial Intellectual Property Office and Liaoning Provincial Department for Small and Medium-sized Enterprises jointly issued Opinions on Enhancing IP Work in SMEs (hereinafter referred to as the Opinions), which will provide policy guidance for SMEs across the province in improving the level of IP innovation, application, protection and management.
The Opinions will provide policy support on the following areas: institution management, possession of IPRs, establishment of pre--warning system, rewarding mechanism, subsidy, personnel cultivation, technology development, protection of IPR, financing, etc.,
The establishment and implementation of the Opinions will help local SMEs to cope with the international financial crisis, urge the SMEs to strengthen independent innovation, encourage SMEs to apply for independent IPRs and enhance core competitiveness and advance SMEs to use and carry out IP strategies.
