Recently, China Banking Regulatory Commission (CBRC) and Ministry of Science and Technology (MOST) jointly issued the "Guidelines on further Increasing Credit Support for Technology-based Small and Medium-sized Enterprises ".
According to the guidelines, the cooperative mechanism between science and technology departments and banking regulatory commissions will be improved to promote the reasonable risk-sharing system among government agencies, investment funds, banks, technology-based SMEs and Guarantee Corporation, and the banks should be guided to provide more credit support to technology-based SMEs.
It is also noted from the guidelines that special Guarantee Corporation for science and technology and re-Guarantee Corporation should be established for non-profit. Other measures include risk compensation funds for loans by technology-based SMEs, improvement of policies for technology-based SMEs in terms of credit support, establishment of advisory committee by science and technology experts and professional consulting services, development of pledge loan by patent.
