Recently, Guiyang Municipal Intellectual Property Office, together with other 4 Municipal Administrative agencies, jointly issued the Examination System on Major Patent Cooperation Projects in Guiyang (hereafter called the System). The system became effective on January 1, 2009.
The system defines the subject to be examined including but not limiting to the ownership determination of patented technologies, the legal status of the patents, the analysis and assessment report on patented technologies. The scope of examination includes: projects which the government makes a large investment, projects which involves a large amount of state assets, projects which are of significant social and economic effects to the city, projects which involve significant and complicated patented technologies, projects which the cooperative partners ask for examination. The system also provides for the procedures, time limit, agencies, organizations and leaderships of examination.
The operation of the system will be helpful to regulate the acts of intangible assets as shares in the key projects in Guiyang, prevent and avoid the fraudulent activities on patented technologies, safeguard the interests of the cooperative parties.
