    Pilot cities make great efforts to improve the business environment in China

    Recently, the State Council issued the Opinions on Carrying out Pilot Work for Business Environment Innovation and List of Reform Measures relating to Pilot Work for Business Environment Innovation. In response to the intellectual property matters involved, the China National Intellectual Property Administration (CNIPA) made a detailed plan defining the internal responsibilities. Furthermore, based on the intellectual property evaluation index and evaluation result, 20 cities including Beijing, Shenzhen, Fuzhou, Hangzhou and Changsha, etc., were selected to carry out the pilot work on the creation, protection and use of intellectual property. These cities will provide the actual and effective expertise and experience to other cities so as to deepen the reform in the intellectual property across the country.

    In Shenzhen, the China (Shenzhen) Intellectual Property Protection Center became the first choice of the local companies and residents for handling of intellectual property matters. Within the center, services such as filing of patent applications, fee payment are provided. Additionally, the pre-examination and the examination of filing documents are provided to shorten the period for patent grant and lower the burden on the local entities. In 2020, Shenzhen ranked the top in terms of patent grant, trademark registration, and PCT filing.

    In Hangzhou, the “Government Online-Offline Hangzhou” reform was carried out, in which an online “One-stop” service platform was established to handle the IPR protections, the pre-reexaminations of patent applications, and the patent transactions. The public IP service reform streamlines the lengthy procedures and saves time.

    In Fuzhou, the enterprises can handle the registration of enterprise change and trademark assignment at the same time. 

    In Jinan, the colleges, the universities and the patent owners cooperate with the enterprises in transferring the intellectual property achievements.

    In Zhuhai, the local IP administration signed a cross-border agreement with Macau S.A.R to establish a “green channel” for the trademark applicants from Macau to register and protect their trademarks.

    In Beijing, a total of 23 IP service centers were established to cultivate and manage the high-value patents.  In 2021, there was an increase of over 900 international patent applications and 120 international and national standards.

    In Changsha, colleges and universities were encouraged to transfer the intellectual property. Measures were made to punish the acts of abnormal patent applications and willful trademark registrations

    In Guangzhou, the provincial platform for public IP information was designed to disclose the basic information and data and provide the assistance and advice on IP search and analysis. The municipal Patent Export-Import Platform and the High-tech Enterprises Database are connected to the search and analysis system of the new patent information center so as to provide one-stop services for the local public.

    In Shanghai, with the increase of the IP service institutions, there are more than 480 information service institutions providing high-quality services for the public.

    In Suzhou, the Intellectual Property Service Center for Listed Enterprises was established to provide assistance on IP analysis for the listed enterprise through expert team.
