On August 2, 2021, the 2021 Global Digital Economy Conference kicked off in Beijing. Mr. Cai Qi, Secretary of the Communist Party of China Beijing Municipal Committee, and Member of Political Bureau of the Central Committee of the Communist Party of China, delivered an opening speech. Mr. Zhuang Rongwen, Deputy Minister of Publicity Department of the Communist Party of China, Director of Office of the Central Cyberspace Affairs Commission, and Mr. Xiao Yaqing, Secretary of the Leading Party Members' Group of Ministry of Industry and Information Technology of China attended to give speeches. Mr. Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee, Mayor of the People's Government of Beijing Municipality presided this meeting. The domestic and foreign representatives from all walks of life participated in online and offline.
The global economy is still in a fragile recovery phase, and the digital economy is the key to achieving economic recovery and promoting sustainable development, Mr. Zhuang Rongwen said. The digital economy has become a new engine that drives China’s economic development, further strengthening its industrial base. In the new journey to build a modern socialist country in all respects, we accurately understand the new development stage, act on the new development philosophy, develop the digital economy to fully release the digital dividend and accelerate the establishment of the new development paradigm to drive high-quality development. We will promote the digital economy full of innovations with low carbon for people.
Developing the digital economy has enormous significance, said Mr. Xiao Yaqing. China will strengthen efforts to tackle key problems in core technologies, strengthen areas of weakness and build an independent, controllable, safe and reliable information technology system. The government will put more efforts into advancing digital transformation in the manufacturing sector, and also promote implementation of the "5G plus industrial internet" innovation development project and smart manufacturing project. He added that the digital technologies should better empower small, medium and large enterprises to fully support industrial upgrading. An open, fair and nondiscriminatory development environment should be built up for the digital economy. Local governments are also actively planning a new round of measures to speed up the construction of a highland for the digital economy. Beijing aims to become a leader in city digital smart transformation, global data deployment hubs, emerging digital industry incubators, global digital technology innovation, digital governance in China and digital economy opening-up.
Beijing will be built into a highland for global digital technological innovations. We will improve the basic research, focus on the core technologies, arrange the cutting-edge fields and promote the applications of innovations to the overall development of digital economy. The city will be forged into a hub for international data and factors configuration. The Super Computing Power Center and Beijing International Big Data Exchange have been built, and the related policy and mechanism will be improved to get through the barriers of the data application. Beijing will be built into an incubation center for the emerging digital industry. The benchmarking enterprises for big data economy will be cultivated. The enterprises are supported for digital transformation. The digital industrial cluster with international competitiveness will be formed to promote the combination of digital technology with culture, business and tourism. Beijing will be built into a highland for digital intelligent transformation. The full sensing city will be built by promoting the high-level automatic pilot model. Beijing will be built into a highland for digital governance. The digital government and digital community will be constructed to provide digital public service. Beijing will be built into a highland for digital economic cooperation to promote the digital economy. We will deepen the international cooperation to participate in making the international rules and standards. The digital market access will be broadened, and the high-level digital trade port will be built to build the benchmark city for the global digital economy.
The theme of the conference was "Innovation-led and Data-Driven: Building a Benchmark City for Global Digital Economy". The conference launched three characteristic activities: the Experiential Week for Digital Economy, the 2021 Global Digital Economy Innovation Competition and an exchange event for entrepreneurs. A few important measures have been issued, including the Implementation Plan for Building Beijing into a Global Digital Economy Benchmark City, the Declaration for Global Digital Economy Benchmark City (Beijing) and the White Paper on Global Digital Economy, to promote the cross-disciplinary, multi-industry and cross-regional communications, and build a new platform for improving the international cooperation.
The two-day event is co-sponsored by the Beijing Municipal Government and several provincial-level agencies such as the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the China Cyberspace Administration.
