The Intellectual Property Pledge Financing Plan (2021-2023) was co-released by the China National Intellectual Property Administration (CNIPA), the China Banking and Insurance Regulatory Commission (CBIRC) and the National Development and Reform Commission (NDRC). It is designed to assist thousands of SMEs to get finance by using their intellectual property rights.
In order to promote IP pledge financing and encourage the innovations of SMEs, CNIPA decided to carry out the Plan coordinately with CBIRC and NDRC. We will strive to benefit to hundreds of industrial parks and thousands of enterprises through the IP pledge financing in the following three years. By the end of 2023, the policy of IP pledge financing will be more knowable and the related service will be improved significantly. The pledge projects and the amount of financing of over 100 industrial parks will increase by +20%. Thousands of SMEs will start to get finance by using intellectual property of intangible assets as collateral.
Moreover, the Plan introduces multiple innovative modes of implementation. In regard to the tools of evaluation, the financial institutions are encouraged to adopt big data to collect the basic statistics and the AI technique to study intelligently. The intelligentized tools of evaluating IPRs suitable for pledge financing are created. In regard to the cooperation for credit, the financial institutions are encouraged to provide the reasonable line of credit and the refinance service for the whitelisted enterprises in the industrial parks. In regard to the standard of IP pledge, the financial institutions are encouraged to allow packs of patents, trademarks, copyrights, layout designs of integrated circuit to be pledged. The scope of pledge will also be broadened. In regard to the ways of pledge, the efficient and practical paths will be explored. For example, the IP operation shall be applied rather than the handling of pledges in a short time, so as to improve the value of IPRs.
