    Trademark Service Window Pilots Achieved Success in Public Service

    The intellectual property public service is the base of creating innovations, protecting and managing IP rights. In order to further perfect the system of IP public service benefiting the public, the trademark service windows around the country will be improved to support the creative entities, and perform the actual deeds for the people. In September of 2019, the Department of Public Services of the China National Intellectual Property Administration (CNIPA) organized the trademark service window pilots in Beijing, Shandong Province, Zhejiang Province, and Guangdong Province to provide the IP public service. For the past days, the window pilots adjusted measures to local conditions and made creative ideas to optimize and develop their service. Fully responding to the needs for innovative developments and the social demands, the relative work has achieved initial success. 


    Expand the service


    An intellectual property service window has been established in the Shijingshan Enterprise Service Hall of Beijing, in which the multiple windows designed for trademark service, patent service, and financial service are set up to provide IP public service with the professional assistance. According to Yang Chao, an official of the window, in April, a window special for the patent and trademark service has been set up for consultation with the new local patent search and analysis system and China Trademark Database. Except for the original window for trademark service, we have added a new window for patent consultation and a financial service window named “Huiweitong”. The service scope has been expanded to a whole chain covering trademark, patent, IP protection, finance, and fulfillment of policies.


    Moreover, the registrations of trademark and patent pledging can be handled at one “service window” in Ningbo of Zhejiang Province, which relives the financing trouble of the SMEs to some extent. The trademark service window of Taizhou has initiated the service of IP pledging registration so as to handle the patent and the trademark formalities at one service window. 


    The trademark service window improves the information public service by expending the service scope. Some window pilots use the public platforms including the Trademark Office of China National Intellectual Property Administration, the Patent System, and the IP SIPOP to actively provide the patent and trademark search and consultation service. Besides, they also provide the patent related service at one service window, improving their comprehensive capacity of service. 


    Enrich the service


    The numerous enterprises at the Daqi High-grade Mold Industry Base of Beilun district of Ningbo City had strong requests for applying patents, building brands, and constructing standards, and had the urge to invite the experts in the fields to offer guidance. In order to meet such demands, the Trademark Office of Ningbo Administration for Market Regulation sent a professional team to provide the door-to-door IP service. Mr. Huang Di, Deputy Director of Trademark Office of Ningbo Administration for Market Regulation said, “We have arranged the mobile service windows to allow the staffs to provide the on-site trademark service around the city, and promote the trademark consultation and the patent search. Our work is deeply integrated with the Brand Guidance Service Station. We cooperate to explore the geographical indications, cultivate the collective trademarks of the industrial clusters, cultivate the brands of domestic sales of commodities originally produced for exports, and file patent applications”.


    The window pilots actively get close to the public to broadcast the IP basic knowledge and the policies of benefiting people. In Guangdong Province, the trademark service window at Nansha has set up a display board for education in the general knowledge of law, printed the brochures of IP protection, and organized the trainings of explaining IP knowledge, to encourage the whole society to value IPR. In Shandong Province, the trademark service window at Taian has set up an “express train” to analyze the trademark layout and foward the relative information to the creative entities.  


    Some window pilots have introduced the market-oriented service to benefit the public and the creative entities. The trademark service window at Taizhou has allowed the authorities concerning the law, finance, insurance, and notary to provide the on-site service.  A chain integrating consultation, agents, trusteeship, rights protection, investment and financing, achievement transformation and standard establishment enable the IP affairs to be handled at one service window. The trademark service window at Shijingshan has set up a mechanism comprising value evaluation from the professional agents, credit assessment from the market supervision administrations, risk assessment from the financial institutions, compensation funds for financing the SMEs. The agents and the financial institutions have been introduced to the IPR service window to broaden the channels for the high-tech SMEs to get money by using the IP assets. 


    According to one principal of the Department of Public Services of CNIPA, the trademark service window pilot acts as an important measure for promoting the facilitation, the intensification, the high-efficiency of IP public service. We will further guide and support the qualified trademark service windows to provide IP public service. With the gathered experience and the creative service models, we will continue to contribute to building China into an IP power.
