On June 2, 2021, the State Council of the People’s Republic of China held a video conference on deepening the reforms to streamline the government, delegate power, and improve government services, with a focus on cultivating and stimulating the innovative vigor of the market entities.
Facing shocks of a severity rarely seen before, we carried out COVID-19 prevention and control and pursued the economic and social development in a more coordinated way last year. In order to meet the demands of the market entities, we innovatively implemented the macro policies to deepen the reforms to streamline the government, delegate power, and improve government services. While implementing policies to ease enterprises’ difficulties, we also intensified to foster more dynamic and innovative market entities, to effectively ensure the employment and support the economic development. China’s overall economy continues to recover this year. In front of the current severe environment at home and abroad, we shall adhere the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to implement the new development philosophy, foster a new development dynamic, and promote high-quality development. Centering on the concerns of the market entities, we will effectively implement the fiscal, financial and employment macro policies, and coordinate the micro policies to deepen the reforms to streamline the government, delegate power, and improve government services. Moreover, we will assist the market entities to regain strength, boost the economy development, and keep the economy operate within a reasonable range and lay a solid foundation for the further development.
The market entities are vital force for economic and social development. Focusing on cultivating the market entities, stimulating the vitality of markets and the creativity of society, the reforms are conductive to develop the socialist market economy and increase startups and employments. The market entities are growing to be the “pillar” for boosting employment and the fortune. While implementing policies to ease enterprises’ difficulties, we will also intensify reforms to further energize market entities. We will reduce the improper interference, intensify the supervision, promote the fair competition, and optimize the public services, to allow the general public to start business and the market entities to make innovations.
The business environment is the root for the development of the market entities. We will deepen reforms to create a market-oriented, law-based and internationalized business environment. In terms of marketization, we will advance the reform for administrative approval system and remove barriers of constraining the development of enterprises. The mechanism for market entities to enter or exit the market will be refined. We will improve the supervision to the markets, and ensure equal protection for the property rights of various market entities to safeguard the legal interests of SMEs and individual business. We will improve the public services to ensure the market entities handle affairs based on the rule of law. We will establish the legal system of improving the business environment by enhancing the IP protection system and ensuring that the law enforcement is strict and civil. We will continue to pursue the policy of opening up and follow the general international rules. China played an important role in the signing of the Regional Comprehensive Economic Partnership Agreement (RCEP). On such basis, we will implement the higher-level regulations on free trade and investment, and intellectual property protection, indicating a giant stride toward the open-up of systems.
The essence of the reforms to streamline the government, delegate power, and improve government services is the government’s self-revolution. The central and local government departments, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, must fully shoulder their responsibilities for alleviating the difficulties of the market entities and our people, and working to improve people’s lives.
