Recently, the State Council issued the 13th Five-Year Plan on National Intellectual Property Protection and Utilization (hereinafter the plan), which provides that China will deepen the reforms in intellectual property field, break down the barriers, improve the overall capability of management, to support entrepreneurship and innovation and economic upgrades.
During the 12th five-year period, China has consolidated its position as an intellectual property power. The number of invention patents per 100,000 persons increased by 3 times as compared with that of the 11th five-year period. China has become the first country with over one million patent applications, and has ranked first for five consecutive years.
In an effort to push for the global strategy of Chinese companies, the plan points out that China will launch projects to improve intellectual property quality and accelerate the building of enterprises with intellectual property advantages.
The plan also proposed to enhance intellectual property protection, including playing the role of judicial and criminal protection, enhancing the protection in import and export.
In order to make intellectual property better serve economic development, the plan puts emphasis on promoting effective utilization of intellectual property, highlighting the leading role of intellectual property in technological innovation and emerging industries, intensifying the commercialization of intellectual property with high technology contents.
