    The 13th Five Year Plan on the Development of National Strategic Emerging Industries issued

    Recently, the State Council issued the 13th Five Year Plan on the Development of National Strategic Emerging Industries (hereinafter the plan), which made overall deployments on the development goals, major tasks and policy measures. The plan proposed 6 supportive measures and 21 key projects to enhance intellectual property protection and utilization.

    According to the plan, an environment will be nurtured in favor of emerging industries by transferring the government functions, deepening reforms in key fields, improving system construction, and gathering all innovative elements such as capital, technology, fund and human resources. Priority is given to the protection and utilization of intellectual property, with deployments on intellectual property protection, management and development mechanism. The plan also proposes supportive measures including advancing the amendment of the Patent Law, strengthening the studies on intellectual property protection rules in fields of internet, e-commerce, and big data, improving rapid protective mechanism, encouraging private brands of enterprises, perfecting overseas intellectual property service system.

    It is noted that the added value of strategic emerging industries will account for 15% of China’s GDP by 2020. Five new pillar industries with the output of 10,000 billion Yuan will be formed in fields of new generation information technology, high-end manufacturing, biology, low-carbon, and digital creation.
