Zhejiang province issued the 13th Five Year Plan on IP Development

Recently, Zhejiang province officially issued the 13th Five Year Plan on Intellectual Property Development (hereinafter the plan). According to the plan, Zhejiang will focus on constructing a powerful province in intellectual property by improving the legal environment and capability for intellectual property creation, utilization, protection, management and service, by 2020.

The plan defines the goals for intellectual property development during the 13^th five year period. According to the plan, the level of intellectual property creation will be significantly increased to have 40,000 patent grants per year, 17 patents per 10,000 persons, 82 valid trademarks per 100 enterprises, 600 provincial famous trademarks and 18,000 copyright registrations. Second, the efficiency of intellectual property rights will be improved, with the turnover of technology market of 22 billion Yuan and license fee of 500 million Yuan and pledge loans of 15 billion Yuan. Third, the protection system and long-term cooperative mechanism will be perfected to lower the cost of intellectual property protection. Fourth, intellectual property integrated management will be steadily enhanced by improving administrative service, management of enterprises’ intellectual property rights and overseas protection. Last, the public information platform for intellectual property will be established to upgrade intellectual property service, and the intellectual property service will enjoy an annual growth rate of 15%.
