    China issued opinion on developing China into a strong power with IP

    Recently, the State Council issued the Opinions on Accelerating the Development of China into a Strong Power with IP (hereinafter the Opinion). According to the opinions, China has become a big country in terms of the patent and trademark applications. Since 2008 when the national IP strategy began to be implemented, China has been in the top ranking position in the world with regard to the number of patent applications and trademark registrations. Nevertheless, numbers do not mean the strength. Problems still occur in terms of protection of IP rights. There is high risk of IP for Chinese companies going abroad.  

    The Opinions indicates that, by 2020, China will make decisive achievements in the key fields of intellectual property, the environment for innovation and entrepreneurship will be further optimized.  Chinese IP rights will be more competitive in the international market.

    To achieve the goal, the Opinion puts forward the following principles: strategic guidance, reform and innovation, market orientation and overall consideration. In addition, the Opinion defines five important measures including advancing the reform of intellectual property management mechanism, implementing strict intellectual property protection, promoting the creation and commercialization of intellectual property, enhancing the overseas portfolio and risk control of intellectual property.
