In order to improve the determination policy of high and new technology enterprises, ten Chinese government departments, including National Development and Reform Commission (hereinafter as NDRC), Ministry of Science and Technology, Ministry of Industry and Information Technology, SIPO, etc., started to discuss and solicit comments and suggestions.
It is learned that based on the proposal by SIPO, NDRC planned to increase the weight of IPR when improving the determination high and new technology enterprises. Meanwhile, whether the enterprises implement the Administrative Standards for Intellectual Property should be considered as one of the conditions. This means that the enterprises should not only pay attention to the capacity of innovation but should be capable of managing their IP in order to improve the market competition.
