    “China Manufacturing 2025 Plan” released

    Recently, Chinese government issued “China Manufacturing 2025” (hereinafter referred to as the 2025 Plan), which is to implement the overall arrangement and promotion of the strategy of invigorating China through manufacturing. It is said to be the first 10-year action plan for such strategy.

    The 2025 Plan put forward some basic policies such as persisting in innovation-driven, quality priority, green development, structure optimizing and talent-oriented, as well as the fundamental rules such as market orientation and government guidance. According to the 2025 Plan, the strategic goal of invigorating through manufacturing will be realized by three Steps: Step One, by 2025, China’s manufacturing industry will be in the list of world powerful nations; Step Two, by 2035, the whole level of China’s manufacturing industry will attain the medium level of world powerful nations; Step Three, by 2049, China’s position as a manufacturing power will be among the top ranking list of world powerful nations. .

    In order to achieve this goal, 9 strategic missions were defined by the 2025 Plan: improving the innovation capacity of national manufacturing industry; promoting the deep integration of informatization and industrialization; strengthening the basic capacity of industry; reinforcing the building of quality and brands; pursuing all-round green manufacturing; pushing forward breakthroughs in important fields and focusing on ten key fields including new information technology, high-end numerically-controlled tools and robotics, aviation and aerospace equipment, etc.; advancing the structural adjustment of manufacturing industry; developing service-based manufacture and productive service industry; raising the development level of manufacturing globalization.

    In accordance with the requirements of building manufacturing power, Chinese enterprises must cooperate and compete with multinational companies using international IPR rules. Accordingly, the 2025 Plan laid great emphasis on IPR. The 2025 Plan also demanded that all departments and regions should fully recognize the significance of the strategy of invigorating China through manufacturing to implement various duties by enhancing organization and leadership, improving working mechanism, consulting and working out implementing plans, refining policies and measures.
