    China will take further steps to strengthen IP management

    Recently, Opinions on Deepening Implementation of State Intellectual Property Strategy and Improving Intellectual Property Management (hereinafter as the Opinions) were jointly issued by 8 IP related authorities in China.

    According to the Opinions, the following specific measures are provided to improve IP management.

    First, in order to improve the effectiveness of IP management, Chinese government will optimize IP administrative management system and improve the coordination mechanism between related authorities. The government will provide policy guidelines and financial support to back up IP creation and utilization and help to prevent IP risks.

    Second, IP law enforcement supervision will be further improved to safeguard the market order. IP administrative law enforcement will continue to be enhanced, esp. in those key areas relating to IP market operations. Efforts will be taken to eradicate loopholes in market supervision.

    Third, IP management standardization will be improved. Government will provide guidelines to regularize the IP management within enterprises and other innovation areas, to encourage them to establish IP assets management system.

    Fourth, innovation of IP service models are expected to provide high-quality IP services to the public. The IP authorities are required to improve IP examination capabilities and enhance IP utilization and IP protection.
