According to SIPO, IP utilization remains to be the main focus for China’s IP work in 2014. China will take the following measures to improve the value of IP utilization.
1.To accelerate the growth and rise of the strategic emerging industries, promote cluster IP management system and disclose report on patent development of those industries.
2.To carry out fundamental research on IP-intensive industries and identify the scope of IP-intensive industry to establish catalogue and statistical specifications for IP-intensive industry in line with China’s own conditions.
3.To promote the IP utilization capabilities of industrial enterprises, publicize and implement the Guideline for IP Management in Industrial Enterprises, formulate the evaluation index of IP utilization capability by enterprises.
4.To establish exhibition and matching platforms for new plant species and patent technologies in forestry.
5.To promote the pilot patent-oriented projects, carry out patent-oriented analysis projects in 3 pilot zones and explore working mechanism of integration of patent analysis and industry policies, and develop projects of patent arsenals in 2-3 key industrial technology areas.
6.To promote IP financial service including IP pledge and loans, IP investments and patent insurance etc., establish the patent transfer and patent enforcement service mechanism in IP demonstration zones and promote the use of patent value analysis index system.
