    China will take further steps to improve innovation quality

    Recently, the State Intellectual Property of China (SIPO) worked out a promotion plan on innovation quality improvement. The plan focuses on reinforcement of supervision on patent application quality, enhancement of examination efficiency of all forms of intellectual property and promotion of the innovators’ innovation ability.

    According to the plan,

    1. General government funding policy will be further improved. Specific funding policy should be carried out and quality will be the main factor guiding patent rewards policy. 

    2. Regulatory framework will be established to cope with inferior patent applications. Credit archives management system will be established for entities of patent applications. Deceptive actions in receiving government funding or patent financial rewards will be intensively punished. 

    3. Authorities should enhance both efficiency and quality of trademark review in processing trademark application. The total period for review should be within 9 months and that of proceeding trademark opposition should be within 12 months.

    4. IP pilot projects in forestry will be started out, and the evaluation system for those projects should be improved.
