The state leader of Chinese government recently pointed out in his government working report of 2014 that the government should increase investment on basic research and research for cutting-edge technology, public welfare technology and key generic technology. The government should establish a comprehensive public science and technology service platform and improve the mechanism of major specific technological actualizations.
He also pointed out that the government should implement national science and technology innovation investigation and reporting system to optimize the scientific research projects and reinforce the fund management. The government should support science researchers to develop their own enterprises and encourage enterprises to establish remuneration system based on the market effect of the research to make researchers’ devotion justified.
