After the great success of “three-in-one” model management of Industry and Commerce Administration, Quality Supervision Administration and Food and Drug Administration, the model was also applied to the administrations of patent, copyright and trademark in Shanghai Pudong to further improve administrative efficiency in 2014.
According to the officials, the intellectual property matters including patent, copyright and trademark are handled by one administrative agency in most countries, while in China they are separately governed by three administrative agencies, the State Intellectual Property Office of the P.R.C., the National Copyright Administration of China, and the State Administration of Industry and Commerce. Of the three agencies, only the State Administration of Industry and Commerce has the enforcement power.
It’s reported that Pudong District People’s Congress would take effort to enact its first law in 2014 to try the integration of IP management.
