The State Council of the PRC released the General Plan for the China (Shanghai) Pilot Free Trade Zone. The plan outlined directions for the construction of the China (Shanghai) Pilot Free Trade Zone as the following:
1. To optimize government management system and establish an administrative mechanism in line with the international standards on investment and trade.
2. To shift government administration from current pre-approval mechanism to post-supervision mechanism, and build up efficient government service operations.
3. To open up financial services sector and encourage foreign investment and promote innovation.
4. To establish a centralized and unified enforcement system for market supervision on the management areas including quality, techniques, food， medicine, industry and commerce, taxation as well as intellectual property.
5. To establish settlement mechanism for IP disputes as IP mediation and assistance etc.
