Recently, the General Office of the State Council issued the Plan on Deepening the Reform of Circulation System, Accelerating the Development of Circulation Industry and Separation of Work for Agencies (hereinafter as the Plan).
According to the Plan, IP protection should be strengthened, the innovation of circulation brand should be encouraged, and the act of IP infringement, manufacturing and selling counterfeit and shoddy goods, commercial fraud and commercial bribery should be cracked down and punished severely, the supervision and management of trade via Internet should be strengthened, and the equal and harmonious relationship between retailers and suppliers should be established.
The Plan defined 15 key tasks to deepen the reform of circulation system and accelerate the development of circulation industry, including strengthening the construction of modern circulation system, innovating the circulation channel, improving and ensuring the market supply, raising the informatization level of circulation, fostering core competitiveness of circulation enterprises, regulating the market order, deepening reform and opening up of circulation industry, developing circulation network planning, increasing the support for circulation space, improving financial policies for circulation, reducing tax and cost of circulation industry, perfecting the law and regulation and standard system in circulation industry, improving statistical and monitoring system, and strengthening organization and leadership for circulation industry.
