In order to fully implement the Outline of National Intellectual Property Strategy and promote the implementation of the National Patent Development Strategy (2011-2020), the Promotion Plan for the National Patent Development Strategy of 2013(hereinafter the Plan) was recently formulated by SIPO. The key goal of the Plan is to further improve and develop national competitive capabilities by using patent system and patent resources.
According to the plan, 3 key tasks were formulated: innovation by Chinese patent system, system construction for the operation of patent system, and promotion of Chinese economic and social development by patent. According to the Plan, 15 specific tasks and 42 measures are identified as follows:
1.Advance the Chinese Patent Law Amendment, intensify IPR Protection and strengthen law enforcement; formulate laws and regulations on employee inventions; revise the Regulations on Patent Agencies; guide the local IP legislation in accordance with the local conditions to meet the social and economic development requirements.
2.Promote the cohesion between Patent Laws and the national economic and technology trade regulations and policies, complete, revise, and repeal the related policy formulation.
3.Improve the scientific mechanism for Patent system and policy formulation under the basic law and the international regulations and rules.
4.Improve the efficiency and quality of patent examination, and raise the quality of patent application.
5.Explore new mode of patent coordination and utilization, establish a multi-level patent investment and financing service system, and accelerate patent transformation and commercialization.
6.Further strengthen the patent administrative enforcement mechanism, capacity and system construction, further improve the investigation efficiency and simplify procedures of patent administrative enforcement, promote the IP Safeguarding Center construction, and create a favorable market environment.
7.Promote institution-building of the national intellectual property system.
8.Accelerate the construction of public service system for national patent information and the development of patent agency sector to meet the need of country's social and economic development.
9.Implement the Intellectual Property Talent Project and Plan and strengthen intellectual property talent system construction.
10.Publish "Enterprise IP management Regulations", carry out IP Advantage Enterprises Developing Project, and significantly improve their capacity to utilize IP in international market competition.
11.Promote and foster the development of strategic emerging industries, implement the industrial patent alliance promotion program, continue to promote the IP evaluation and assessment in major economic and science & technology activities.
12.Strengthen IP international communication and cooperation with WIPO, strengthen foreign-related IP disputes coordination and protection, do the study and research on international IP environment.
13.Implement the overall strategy for regional development, support the patent development in key areas, and foster the formation of patent advantage area stimulating the development of surrounding areas.
14.Formulate policies and measures to promote the development of IP service industry, develop a group of IP services institutions, guild the IP service development, and provide a high level of IP services for the whole society.
15.Issue the Opinions on the IP Culture Construction, carry out educational activities on IP protection, and improve the awareness of IP for the whole society.
