In order to fully implement the working arrangement by the State Council against IP infringement, and further implement the Decision on Strengthening IP Enforcement, the State Intellectual Property Office (hereinafter SIPO) recently formulated 2012 Special Pan for IP enforcement and innovation protection (hereinafter the Special Plan) and will carry out a special campaign for IP Enforcement in order to provide a favorable environment for innovation.
The Special Campaign is to further improve the quantity and quality of case handling, enhance the efficiency of patent disputes handling and settlement. Coordination is to be strengthened among the national IP agencies to increase the confidence by innovators, patentees and consumers.
Many tasks are to be arranged under the Special Campaign such as: carrying out enforcement in the distribution and production channel, provide guidance relating to patent protection in research & development, fighting against the patent infringement and passing-off activities relating to people’s lives, key projects and foreign-related IP rights. Further, efforts will be continuously intensified against the repetitive, collective infringement and fraud activities relating to patent.
Under the Special Champaign, the hot line of 12330 is to be fully used by the public. And an enforcement coordination mechanism will be set up in each local IP office which should formulate the detailed implementing plan for the Special Campaign.
