Recently, the Chinese government issued the Outlines of China’s Cultural Reform and Development in the 12th Five-Year Plan Period (2011-2015)(hereinafter referred to as the Outlines), which targets at the efforts to promote the the development of cultural industry and gradually make it the polar industry of national economy.
According to the Outlines, China will accelerate the development of cultural industry; and build a modern cultural industry system. Independently-developed IP and traditional national culture should be strongly supported. Chinese famous brands are to be developed and focus will be on the scientific innovation of cultural industry. China will pay more attention to the core and key technologies and owning of independent IP rights. It is also encouraged that the scientific and technological results should be commercialized, and competitiveness should be increased for publication, printing, media, film and video, performance, network, animation games. In order to reach the goals of the Outlines, specific policies and measures have been made including the government input, copyright protection and legal protection, etc. In addition, the IP protection will be increasingly strengthened in the import and export of cultural products.
