Recently, the Ministry of Science and Technology (MOST), the State Intellectual Property Office (SIPO), the Ministry of Commerce (MOFCOM) and the National Development and Reform Commission (NDRC) jointly released a Guidelines for Developing as High Priority the Key Areas of High-Tech Industrialization 2011 (hereinafter refers to the Guidelines). The guidelines for the first time included IP service sector into the key areas of high-tech services.
The Guidelines listed 10 industries of high-tech areas: information, life science, aerospace, new materials; advanced energy, modern agriculture, advanced manufacturing, environmental protection and resource utilization technology, oceanic research, and high-tech service industry, a total of 137 key areas. According to the guidelines, the high-tech services are: information and technology service, e-commerce service, inspection and testing service, biotechnology service, digital content service, R&D and design service, S&T transformation service and IP service.
Under the Guidelines, the IP service includes patent information search, patent technology analysis, IP portfolio study, , patent risk pre-warning, IP strategy formulation and management consultation, legal services, translation and database development of IP information service, attorney services for IP prosecution and registration, IP transactions, promotion, evaluation, investment, financing and security service and IP training, etc.
It is learnt that the Guidelines was first published in 2007 targeting at guiding and accelerating the development of hi-tech industries and supporting the independent innovation of Chinese enterprises in high technologies.
