Recently, the Ministry of Commerce, National Development and Reform Commission, Ministry of Science, the Ministry of Industry and Information, State Intellectual Property Office, and other 5 ministries jointly issued the Guiding Opinions on Promoting International Development of New Strategic Industries (hereinafter refers to as the Guiding opinions) to provide favorable policies for nurture and development of new strategic industries..
According to the Guiding opinions, the new industries are new-generation information technology, energy-saving and environment protection technology, new energy technology, biology industry and new energy auto industry. To be specific, efforts will be made in encouraging the foreign patent filing, participating in the formulation of international standards, establishing industry alliance and intermediate professional associations, etc. According to the guiding opinions, an international model base will be set up to nurture the leading industries in the country and promote the rapid growth of foreign trade. In terms of the variation of the international market, overseas distribution center and maintenance service network should be developed. Assistance will also be provided to the enterprise in registering the foreign trademarks, developing the international brands, etc.
The guiding opinions also assist the industries by way of setting up overseas protection mechanism for IP. Governments, industries, professional associations, research institutes and overseas commerce agencies should jointly participate in protecting the Chinese IP in foreign countries.
