Recently, the Ministry of Industry and Information Technology (MIIT) published the Plan for SME Development during the "12th Five-Year Plan" period (hereinafter refers to as the Plan. The plan is said to be the first special plan for Chinese SME development at the state level.
A total of 5 primary tasks are to be arranged under the Plan: 1. to improve the capacity of innovation and creating jobs; 2. to optimize the structure of SMEs; 3, to boost the development of the new emerging strategic industries and the industrial clusters; 4. to improve management level of SMEs; 5. to improve the service system. Specific aims are set out under the plan in order to encourage, assist and guide the transformation and optimization of SMEs.
According to the Plan, some key projects will be launched such as building the public service platform network, developing small enterprises, and improving SMEs' management capacity and market expansion.
The statistics shows that by the end of 2010, there were over 11 million registrations for SMEs in China and over 34 million individual industrial and commercial enterprises, which contributed to 60 percent of China's industrial output and created 80 percent of the jobs.
