Since the special campaign against the IP infringement and counterfeiting activities form October of 2010, the Customs authorities across China have confiscated 12,205 shipments of goods and have detained more than 76.15 million pieces of items.
This was the result of twelve specific measures for strengthening enforcement at customs across the country. In Hangzhou, the customs targeted at the exports of small commodities in Yiwu and set up a registration system to track the exported goods. In Shanghai, Beijing, Shenzhen, Guangzhou and Nanjing, the customs carried out measures of risk analysis and control for goods exported to important areas. Other customs also organized small groups of enforcement officials to check and inspect randomly the goods.
Further, customs across China collected all information and relied on the database to develop a analysis. By analyzing the information, the enforcement was more efficient. For example, Shanghai customs established a special panel composed of officials experienced in IP and published over 260 index based on a thorough analysis of more than four thousand IPR violations in recent years by 600 infringing businesses.
According to the high-ranking officials from the General Administration of Customs, a long term mechanism should be established. Next the customs offices will maintain its force against the illegal activities such as infringement, promote the use of risk administration and improve the efficiency and accuracy of inspecting the infringing goods in import and export. Of course, the customs offices will set up a close cooperative relationship with the IP rightholders and help the domestic enterprises safeguard their IP rights.
