In order to better serve the National Independent Innovation Model Park in Zhongguancun (known as China's Silicon Valley), the Haidian District People's Procuratorate in Beijing (Haidian Procuratorate) established a separate division for IP matters, which is the first one within the People's Procuratorate in China.
The IP division combines the roles of investigation, litigation and civil proceeding. In addition, the division has the right of reviewing cases, arresting suspects and litigating the cases. This means that one official procuratorator of one case can, upon review of the case, issue orders of arrest and proceed with the litigation. In reviewing the case, the procuratorator may upon findings of evidence, require the security officials for further investigation. This will of course improve the efficiency and quality of the case and have the early involvement of the procuratorate. Where the concerned parties are not satisfied with the civil litigation, they may appeal directly to the IOP division in the procuratorate.
The IP division also set up a liaison system so that direct communications can be conducted between the procuratorator and the enterprises in the Zhongguancun area.
