Recently, China’s first intellectual property rights (IPR) exchange center, Tianjin Binhai Intellectual Property Exchange International Center (hereinafter referred as the center) opened in Tianjin city, allowing investors to buy IPR, helping the owners of IPR or technologies, technology enterprises to trade with investors, promoting independent innovation and IP commercialization. Operated by the Northern Technology Exchange Market and the Tianjin IPR Service Center, it is the first of its kind in China and is considered to be a “financial innovation” by the Tianjin municipal government.
Different from the traditional exchange platform, the center does not simply act as an agent. It will operate like fund trading and will divide the capital for purchasing IP into several shares in order to draw different capital from home and abroad to invest into the commercialization of IP.
There are 3 basis operation approaches, one is direct purchase and sell of IP. The second is the trade of stocks of the limited company with IP. The third is the trade of financial products based on IP.
The center has a collection of strategic new industries and cultural creative industries and will provide services to particular institutes, particular investment groups and individual investors. Such services include IP investment, IP financing and trade.
Mechanism shall be established to include the IP Fund, Investors’ Union, Expert Committee, Review Committee, Legal Committee, Supervision Committee, etc.
The center encourages the participation of international companies.
