The result of survey on the satisfaction degree of patent examination quality by the State Intellectual Property Office (SIPO) for the year 2010 indicated that the public has an increasing satisfaction for the patent examination quality; the degree was 81.1, up 1.7 points as compared with 79.4 in 2009.
According to the result, interviewees have higher satisfaction with the accuracy of patent examination. The attitude and awareness of service by examiners were well recognized by the public. Besides, the result shows that the examiners did well in retrieving the cited prior arts, examining the documents, applying the laws. The examiners are also highly scored in accuracy and consistency in issuing official notifications of filing receipt, and in responding to hot lines for consultancy. In spite of these progress, further efforts should be made towards the pending period of substantive examination, consistency of examination standard.
It is learnt that the survey was done by a third party entrusted by SIPO, and the first survey was done in 2009. By collecting the survey, the SIPO aims to improve the services and the examination quality.
