After 21 years since its implementation, the Chinese Copyright Law is expected to be revised for the first time. According to a senior official from the National Copyright Administration of the People's Republic of China (NCAC), the State Council already put it on its agenda to revise the copyright law.
In the past 21 year, there was only partial revision of the copyright law in 2001 when China entered WTO and in 2010 when China implemented WTO dispute settlement decision. However, the copyright law in many aspects could not meet the needs of the social and economic development, and problems arose in daily operation of the law such as the payment for legally licensed works, payment for textbooks, performance right and broadcasting right of the audio producers,etc.
