Recently, the General Administration of Press and Publication issued "Opinions on Accelerating the Development of Digital Publishing Industry", (hereinafter referred to as "Opinions"), which is to accelerate the development of legal system for China’s digital publishing industry.
With regard to copyright protection, the Opinions requires for the publicity of copyright protection and reinforcement of the awareness on copyright protection. Efforts should be enhanced in fighting against infringement and piracy of digital copyright to safeguard the copyright holders' legal rights. In addition, technological innovation and standard formation should be well attended to. A system combining judiciary, administration, technology and standard should be established for the copyright protection.
With regard to supervision, the Opinions stress that a coordinating mechanism should be established within which the different agencies can coordinate, communicate and share information. Measures should be taken in order to be responsive to the sudden accidents. A long-term monitoring system should be used in the administration of the internet.
