Recently, National Development and Reform Commission(NDRC) issued a Notice on Promoting the Development of Hi-tech Service Industry (hereinafter the Notice), which requires that IP services should be improved to promote the innovation of hi-tech service industry. The notice also encourages the utilization by the public of all types of IP resources.
According to the notice, high-tech service industry is one of the major component and driving engine of high-tech industries. It is also a necessity for the transformation from “Made in China” to “Created in China”. At the current stage of adjustment of economic structure, a new higher requirement is raised for the IP services and transfer services of high-tech enterprises.
As one of the major tasks, the IP service capability should be improved. IP information and resources including patent should be further opened. The whole public should be encouraged to develop and use all types of IP information and resources. The notice suggests that more service industries should be established in the areas of IP software, specialized IP database, IP advisory services, IP pledge for loans and other financing services.
With regard to technology transfer services, the notice requires that technology transfer institutions should be guided and a favorable market environment for technology transfer should be created. Professional service industries should be assisted in the emerging and strategic industries such as energy-saving and environment-friendly, information, biology, new materials, and new energies.
