In order to encourage and guide enterprises to continuously improve the administration level for quality, China will establish the highest honorary award in quality management area which is to be named as National Quality Award, At present, the Draft Measures for the management of National Quality Award is under the stage of soliciting public opinions.
According to Draft, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) will set up National Quality Award Committee consisting of relevant departments of the State Council. Enterprises for the National Quality Award should master the core technologies of such products and own independently-created IPRs. Besides, the candidate enterprises should be among the leading list in terms of the technological innovation, product R&D, energy saving and emission reduction as well as the operational performance. Meanwhile, candidate enterprises should have no serious accidents in the following areas for 5 consecutive years: quality, environmental protection, safety production and public health. Further, no record of dis-qualification should be found in the national or provincial quality inspection.
The Draft provides that the National Quality Award is an annual award, and the total awards shall not exceed 6 (including one SME). Once awarded, the enterprise shall not be selected again within 5 years.
