In order to fulfill the implementing plan of the national IPR strategy, the Ministry of Industry and Information Technology (MIIT) has recently compiled the 2010 Intellectual Property Promotion Plan (hereinafter referred to as the Promotion Plan).
The Promotion Plan provides for 56 concrete tasks to be implemented by each related departments of MIIT. According to the Promotion Plan, special endeavor will be done to supervise the whole procedure of IP administration in the key leading projects of national science and technology and to carry out the IP work in each key project.
The Promotion Plan requires that innovative mechanism for IP creation should be established and implementing rules for IP administration should be formulated in the following key areas: core electric components, high-end applicable chips and infrastructure software products, new-generation wide-brand wireless telecommunication network, high-end computer controlled machine tools and infrastructure manufacturing equipment, big planes, erc. There should be technical breakthrough and applications filed for some key technologies. Further, patent analysis and strategic research reports should be completed respectively in these technical areas and their IP achievement should be evaluated.
The MIIT will also do a great deal of work to encourage the IP creation, guide the enterprises in advancing the capabilities of using IP, strengthen the IP protection in the industry and improve the IP administration and services. The work includes study and research for hot issues in IP, the IP status research in 9 areas such as automobile, steel, shipbuilding, and petroleum. Patent trend and patent pre-warning analysis will also be conducted in some key industries.
