According to an official from the State Intellectual property Office (SIPO), the IP strategy has been steadily promoted since the issuance of the Guidelines of National IP Strategy. Examples are that the number of independently-owned IP rights is increasing, and there appeared some strong enterprises with independent IP rights and capabilities to face risks.
Because of the implementation of the IP strategy, and in spite of the difficulties in 2009, the member entities under the joint committee for implementing the IP strategy made a lot of efforts to formulate the yearly plan for IP strategy. As a result, 54 regulatory documents were released and 24 campaigns were done in enforcing the IP.
As a result of the encouraging policies under the national IP strategy, there were a total of 977,000 patent applications filed in China, and there was an increase of 22.4% of patent applications filed by Chinese applicants. In contrast, there was a decrease of 10% of patent applications filed by foreign applicants. In terms of trademarks, there were a total of 830,000 applications, up 18.9%. and 403,000 registrations for copyright, 71,000 registrations for copyright software. 1033 for plant varieties, 817 for layout design of integrated circuit.
It is also learned that the across-agency joint committee for implementing national IP strategy has worked out the 2010 Promotion Plan for implementing the national IP Strategy, which listed 222 detailed measures.
