Recently, the State Intellectual Property Office (SIPO) issued 2010 Key Points on Patent Examination, which targets at the improvement of the examination efficiency and quality. The examination capabilities of the SIPO will be promoted to comply with the overall national development.
According to the Key Points on Patent Examination, SIPO will focus on the following aspects: study and formulation of development plan and adjustment of the systematic standards, continuous improvement of the examination quality, coordination among deferent departments, construction of infrastructure, public services required by the examination, training of the examination teams. The 6 aspects were further clarified and 28 detailed tasks were listed and leading units as well as the progress of each task was formulated.
According to the Plan, SIPO would adhere to the idea of "openness" and continue to further the study on patent examination policy and work out the "12th Five-year Plan" on patent examination in a scientific way. Meanwhile, SIPO will take an active role in training the public about the newly revised Guideline for Patent Examination.
